BCBS 239 Knowledge Model Description

An analysis of the alignment of the DCAM Data Management Capabilities to the requirements for data management necessary to comply with the BCBS 239 Principles.

This model is an update to the original DCAM v1 mapping to BCBS 239 published in July 2015. The initial mapping included Sub-capability level mapping for Principles 1-6. It then leveraged the mapping for Principle 3 as the same mapping required for compliance with Principle 7. Similarly, Principle 4 mapping aligned with Principle 8, and Principle 6 mapping aligned with Principle 9.

The updated DCAM v2 mapping in this Knowledge Model maintains the integrity of the original v1.3 mapping by using the conversion mapping between DCAM v1.3 and v2. Additionally, Sub-capability level mapping is added for Principles 7, 8, and 9, and new mapping is added for the v2 net new related Sub-capabilities.

The mapping logic was implemented by a Work Group of BCBS 239 data practitioner SMEs from EDM Council member organizations. The SMEs studied the meaning of each BCBS 239 Principle at the paragraph level to identify a requirement for Data Management. The Data Management Requirements were then aligned with the DCAM Sub-capability required to deliver the requirement. Because the concepts described in BCBS 239 were broad, high-level concepts, the mapping resulted in one-too-many mapping to the DCAM Sub-capabilities.

The model is constructed with three layers.

  • BCBS 239 – a full-text presentation of the BCBS 239 Principles document
  • DCAM v1.3 – a basic model of DCAM v1.3 consisting of Component, Capability, and Sub-capability attributes
  • DCAM v2.1 – a full-text presentation of DCAM v2.1

Upon opening the model, the default view has been designed to provide an overview of the knowledge modeling content. Additional views have been created to focus the analysis on each of the nine BCBS 239 principles that have requirements for Data Management. These nine views are replicated for both the DCAM v2.1 and v1.3 models. The various views are accessible from the left-hand side-bar.

The DCAM v1.3 layer and mapping to BCBS 239 are included for traceability for those members who have used the original mapping for compliance validation.

The new DCAM v2.1 layer and mapping to BCBS 239 will allow a member to analyze the Data Management capabilities that are required for compliance with the BCBS 239 principles. This analysis, coupled with the completion of a DCAM assessment, will support capability gap closure planning to ensure all capabilities required for compliance have been achieved in an organization. The traceability between BCBS 239 principles, DCAM v2.1, and a member organization’s DCAM scores supports a fact-based compliance conversation with a regulator.

The read-only model delivers to members the basis for the traceability analysis. In addition to using the predefined views, a member can conduct custom analysis and full exploration of the metadata contained in the right-hand properties window. If a member has a direct Solidatus license they can export the industry-standard model into their organization to then apply customization and the addition of internal policies and processes to further enhance their proprietary compliance traceability. Solidatus is an EDM Council DCAM Authorized Partner, and members have the option of contracting a discounted pilot license from Solidatus.
